Explicit Policies: A Roadmap for Tech Managers

In technology management, clarity and alignment often serve as the foundation for delivering value. This is where the principle of “Making Policies Explicit,” as described in the Kanban Maturity Model (KMM), becomes a powerful tool for Tech Managers. As the organization progresses to maturity level 1, tech managers are pivotal in helping teams uncover implicit assumptions and transform them into shared explicit policies, such as defining team WIP limits, establishing daily Kanban meetings, and crafting clear rules for collaboration. This level emphasizes consensus-building and creates a shared understanding that helps teams work cohesively. A Tech Manager fosters trust and transparency by facilitating these discussions, which are critical for evolving to higher maturity levels.

At Maturity Level 2, the focus shifts from individual and team practices to service delivery principles. Tech Managers help teams define flow-related metrics such as lead time, due-date performance, and blocker impacts. They guide teams in developing policies that manage dependencies and enhance inter-team coordination, ensuring the organization delivers value predictably and consistently. These policies create a feedback loop that enables continuous improvement and risk management.

Finally, reaching Maturity Level 3 and beyond, explicit policies become the backbone of a fit-for-purpose organization. Tech Managers are in charge of defining customer-centric metrics and aligning policies with fitness criteria. At this stage, leadership extends to managing complexities such as blockers, dependencies, and advanced flow metrics. The result is a resilient organization capable of adapting to change while consistently delivering value that meets or exceeds customer expectations.

By leveraging the KMM as a framework, Tech Managers facilitate the creation of explicit policies and embed a culture of clarity, accountability, and continuous improvement.
